David Schmehl, CPA
President and CEO

David Schmehl is the Chief Executive Officer of Behavioral Health Professionals, Inc.  David joined the company at its inception in 2002 as the Chief Financial Officer.  He assumed the role of Chief Executive Officer in April 2006 and has held both roles since that time.  He is responsible for the company’s strategic direction and implementation, as well as its overall operations.  

David was a senior executive at VistaCare, Inc., a national provider of hospice services, holding the position of Vice President, Finance and Administration prior to joining BHPI.   From 1981 through 1996 he held a number of executive positions with MIDA Dental Plans (during that time the nation’s largest privately held dental HMO) and its affiliated organization American Dental Group including CFO and Vice President of National Research and Development.

David is a Certified Public Accountant and holds a degree in management science from Oakland University.

     Lisa Knysz, PsyD
Chief Clinical Officer

In her role as BHPI’s Director of Healthcare Integration, Dr. Knysz works closely with behavioral and physical health providers to ensure a comprehensive continuum of care for all consumers being served. She provides the structure, oversight and on-going management and evaluation to ensure the clinical aspects of integrated care are being woven throughout our providers’ care and treatment. She will work closely with all providers working toward a delivery model of care, which relies on data and building an infrastructure which is flexible and allows for the system to achieve the best outcomes for consumers and the most efficient use of heath care resources. She is trained as a health psychologist and has spent the last 15 years working in community-based care. 

Leslie White, JD

Chief People Officer

Leslie is responsible for all Human Resources Strategy and Operations for BHPI. It is her responsibility to focus on enhancing employee skills to meet ever-changing business demands and utilize available technology to its fullest extent while creating and promoting pathways for individual development. She has been with BHPI since 2005 and most recently served as the company's Director of Marketing and Business Development.

Prior to joining BHPI, Leslie worked in management positions in Development and non-profit philanthropy as Director of Development for the ACLU of Michigan and Planned Parenthood of SE Michigan. She served as the Planned Giving Officer for the Wayne State University School of Medicine and The Detroit Medical Center. Prior to working in the non-profit sector, she worked as a Contract Negotiator for AT&T Capital Corporation and ProQuest (formally UMI) in Ann Arbor, MI.

Leslie also serves as BHPI’s Compliance Officer and is responsible for management of the Corporate Compliance program functioning as an independent and objective official that reviews and evaluates compliance issues and concerns within the organization. She ensures management and staff are in compliance with the rules and regulations of regulatory agencies, that company policies and procedures are followed and that behavior in the organization meets the company’s Code of Conduct.

Leslie received a Juris Doctor from the Detroit College of Law and a Bachelor of Arts in Communication from the University of Michigan-Ann Arbor and a Professional Certificate in Human Resource Management from Michigan State University Eli Broad College of Business.

Tamara Hagar, MA
Director, Quality Assurance

As Director of Quality Assurance, Tamara Hagar strives to ensure members receive top quality care consistent with their medical needs by trained and professional service providers and staff.  Tamara facilitates high level and focused reviews of providers and staff as well as elicits member feedback to assure services are delivered within scope, to best practice standards, with dignity and respect upheld throughout.

Since joining BHPI in early 2011, Tamara has been responsible for continued Accreditation and high standards of quality care.  Prior to BHPI Tamara was the Director of Midwest Operations for a California based leadership company focusing on strategic healthcare management, leadership, operations and technology improvement.

Tamara’s background includes collaboration on the development & launch of multiple electronic medical record systems to meet compliance standards, to improve productivity metrics and to streamline information collection.

Tamara graduated with her Bachelors of Arts double major in Psychology and Anthropology from the University of Washington.  She graduated from Antioch University Seattle with her Masters of Arts in Psychology, Couple and Family focus. 

RoShon Jones
Director, Member Services 

As Director of Member Services, RoShon has developed strategies to grow overall customer value. She oversees customer inquiries from initial contact through the resolution of the issue to the customers’ satisfaction.  Her team consistently exceeds key performance indicators for our call center with their efficiency, performance and degree of accessibility to our callers. 

Customer service is an integral part of BHPI’s value proposition. Implemented feedback loops allow us to capture feedback to improve customer service and ensure that quality and service exceed customer expectations. RoShon’s career has always involved customer service and client relations.  She has worked as an Assertive Community Treatment Advocate, Case Manager, and Children’s Protective Services Worker.

In addition to holding a Bachelor of Social Work degree, RoShon became a Certified National Trainer for Mental Health First Aid in 2013.  Sponsored by the National Council for Behavioral Health, this program strives to educate the public about mental illness and to eradicate the stigma that so many people experience. 

Rebecca Leigh Klisz-Hulbert, M.D.
Associate Medical Director

In her role as BHPI’s Associate Medical Director, Dr. Klisz-Hulbert works hand-in-hand with the medical director and the clinical to provides oversight and evaluation of the utilization management program, the quality performance management program, and clinical aspects of the credentialing process and procedures. She also lends her expertise to pre-service, concurrent, and post-service reviews on cases that do not appear to meet medical necessity and clinical appropriateness, consulting with practitioners and providers as necessary.

Dr. Klisz-Hulbert is a psychiatrist affiliated with multiple hospitals in the area, including DMC, Detroit Receiving Hospital, and Henry Ford Hospital. She is one of 25 doctors at DMC Detroit Receiving Hospital and one of 30 at Henry Ford Hospital who specialize in Psychiatry. She is also Wayne State’s Child and Adolescent Psychiatry Residency Program DirectorDr. Klisz-Hulbert, is a graduate of Wayne State University School of Medicine and she completed her Psychiatry and Child and Adolescent Psychiatry training in the Detroit Medical Center/Wayne State University Program. She has been a faculty member of the Department of Psychiatry and Behavioral Neurosciences at Wayne State since 2009 and is certified by the American Board of Psychiatry and Neurology in Psychiatry and Child and Adolescent Psychiatry.

James Luckey
Director, Management Information Systems

Since 2002, James has been BHPI’s Director of Management Information Systems, responsible for overseeing technical projects in alignment with organizational goals, directing the effective delivery of networks, development, and disaster recovery systems and processes, coordinating the organization’s health care data reporting and analysis, working with information engineers to find solutions to manage business activities, managing external vendor contracts, preparing financial budgets and presenting IT proposals for IT capital projects, researching and recommending new products, and leading efforts to improve IT processes.

James has 30 years of experience in the health care analytics and health care information technology fields.  He spent 17 years at Blue Cross Blue Shield of Michigan, initially as a health insurance underwriter, and during his engagement with the organization, transitioned to a number of positions of increased responsibility, including that of a Health Care Data Analysis Project Manager, culminating with a position of a Senior Analyst/IT Project Manager.

James holds a Bachelor’s Degree in Economics (minoring in Computer Science) from Wayne State University, and is an active member in the Healthcare Information and Management Systems Society (HIMMS).

Hany Mekhael, M.D.
Medical Director

As BHPI’s Medical Director, Dr. Mekhael provides oversight and evaluation of the utilization management program, the quality performance management program, and oversees the clinical aspects of the credentialing process and procedures. He also lends his medical expertise to pre-service, concurrent, and post-service reviews on cases that do not appear to meet medical necessity and clinical appropriateness, consulting with practitioners and providers as necessary.

Dr. Mekhael is a physician, board certified in Adult Psychiatry with added subspecialty in Child and Adolescent Psychiatry. He is licensed to practice medicine in Michigan. He is a clinical assistant  professor at the Department of Psychiatry at Wayne-State University. He's currently serves as Chief of Staff at Havenwyck Hospital. He was named the "Outstanding graduating resident in General Psychiatry" and received the award for “Outstanding empathy with patients and fellow residents“ in 2005.

Leisa ReVels Parham, MA HIA

Director, Provider Relations

As the director of Provider Relations, Leisa ReVels Parham is responsible for managing the day-to-day operations of the Provider Relations department. One of her goals is to maintain and expand the provider networks through servicing, recruitment, building and sustaining relationships – with an overall goal of ensuring effective provider engagement and satisfaction. Leisa is also responsible for the direct management, development and growth of the provider relations representatives.

Prior to joining the BHPI, Leisa was manager of Provider Relations for Harbor Health Plan where she drove team performance objectives, monitored metrics, audits and reporting and was responsible for URAC accreditation preparations, State reporting, Web content management and policies & procedures. Leisa successfully spent more than 20 years at Health Alliance Plan where she developed a diverse skill set in managed care operations including marketing & strategic communications which included NCQA preparations, government programs and website content management.

Leisa earned a bachelor’s degree in Communications from Wayne State University and a master’s degree in the same discipline from Eastern Michigan University. She also earned the Health Insurance Associate professional designation (HIA) from America’s Health Insurance Plans (AHIP).   

Natalie Stoner, M.Ed.
Director, Community Engagement

As Director of Community Engagement, Natalie is responsible for BHPI’s overall marketing, branding, and communication strategy. She also oversees all of the outreach activities that enable meaningful engagement within the community.  These include planning and promotion of annual events, traditional marketing, social media management & blogging, and promoting the company’s innovative integrated health care initiatives. Since joining BHPI in 2015, Natalie has been working as part of the Marketing and Business Development team to expand the communication channels used to share BHPI’s unique value proposition, these include an ever-changing array of digital technologies, print, and video.

Natalie’s diverse skill set includes marketing, communications, graphic and web design, business development, education, project management, and fine arts. She worked as a Production Manager at Kinko's where she honed her skills as a graphic designer before taking roles in Marketing and Business Development for architectural & product design firms in Los Angeles. Natalie was also part of the Marketing & Communications team, specializing in Salesforce Administration, for global logistics leader Syncreon. She brings all of these elements together in her role at BHPI. She holds a Bachelors of Arts in English Literature and a Masters in Educational Psychology with a focus on creativity theory, both from Wayne State University. She has also studied web development at Grand Circus in Detroit. 

William Ullrich, JD
Corporate Counsel

William Ullrich was awarded his Juris Doctor degree from Georgetown University Law Center.  He has served as BHPI’s Corporate Legal Counsel since 2005.  He began his relationship with BHPI as the lead consultant and project manager of its design and formation in 2002, and in his role as Corporate Counsel, he continues to serve as one of the senior executives that have lead BHPI to its unprecedented successful management of over $1.5 billion of high quality behavioral health services over the last twelve years to the needy coping with serious mental illness or developmental disabilities in southeastern Michigan.

In addition to the above, Bill’s career has included serving as The Attorney General and Chief Deputy Attorney General of the US Territory of Guam; The Chief Deputy Attorney General of the State of West Virginia  and its advocate before the United States Supreme Court; Vice President of Value-Options, Inc., the nation’s largest Medicaid Managed Behavioral Health Organizations at the time; Chief Legal Counsel for the Indiana State Department of Health and retained Legal Counsel to the Office of the Governor for implementation of Indiana’s Medicaid waiver for managed care reform; Co-creator and developer of the Autism Services Group, Inc. (ASG), a state-wide Organized Delivery System of  Autism Behavioral Analysis (ABA) providers in New Jersey in 2011, now expanded to include serving autistic children in multiple states across the country; and Project lead in the design and development of the State of Kansas’ state-wide CMHC-sponsored, Medicaid Prepaid Ambulatory Health Plan (PAHP).
